Usually you do not until someone checks properly. We look at packaged options during discovery, and where one fits we will tell you — that conversation is cheaper for both of us than a build nobody needed.
They will, and the delivery method assumes it. Building in increments means change is absorbed between iterations rather than triggering a renegotiation. Genuinely new scope is a separate conversation.
You do — source, data, infrastructure and documentation, handed over at completion. You are not obliged to keep working with us to keep running it.
That risk is a good part of the reason to build. Once the rules are encoded and documented, the process survives individuals rather than depending on them.
