No, and you should avoid one. A single responsive codebase costs less to maintain, avoids content drift between versions, and is what search engines expect. Separate mobile sites are largely a legacy pattern.

Usually yes, working within the current build. Where the underlying markup makes responsive behaviour impractical we will say so rather than layering fixes onto a structure that cannot support them.

Positively and directly. Search engines index the mobile version primarily, so mobile usability and speed feed into ranking. It is one of the few areas where design quality and ranking are the same work.
